Proposal looks good to me.

A Couple of thoughts...

Perhaps change "we'll figure out what to do", to "we'll call for interest on the night..."

• I was trying to reinforce the suggestion that it's for exceptional circumstances... we can call for interest on the night, or one of the ctte can take them for the month. --sabik

We probably need to think a bit harder about the book swapping business 
- where it fits in the 'new order' for meetings, 
- try to streamline it so it doesn't end up taking forever...

• Experience will show whether it's a time-consuming thing or not, and perhaps suggest how to streamline it. For time, I was eyeing the break in the middle? --sabik
